I think you should make this the ultimate 3-way fight: make it Jack Bauer vs. Chuck Norris vs. Hugo Stiglitz (from Inglourious Basterds). Now THAT is a fight I’d love to see.

However, from your Bauer vs. Norris match-up, I think that Jack Bauer would edge it. Firstly, because he’s indestructible, and secondly because I think that Chuck Norris would be more of an honourable fighter who respects the rules of combat. This would allow a down-and-dirty fighter like Jack Bauer just enough time to get close and deliver the killer blow (or just give him long enough to torture Chuck Norris to death).
